Interior Minister: Russian missile attack on Chernihiv kills at least 13, injures over 60, including children

Explosions were heard in Chernihiv, located in Ukraine's north, at around 9 a.m. local time, according to Suspline media outlet.
A 25-year-old female police lieutenant is among the killed, said Interior Minister Ihor Klymenko. She was at home on sick leave when a shrapnel fatally wounded her, according to Klymenko.
"This would not have happened if Ukraine had received enough air defense equipment and if the world's determination to counter Russian terror was also sufficient," President Volodymyr Zelensky said on Telegram.
Three Russian missiles hit the area near the city's downtown, according to Chernihiv Oblast Governor Viacheslav Chaus. Civilian and social infrastructure facilities came under attack, Oleksandr Lomako, acting city's mayor, said.
An eight-story building was destroyed in the attack while four high-rise buildings, a hospital, a higher education institution, and dozens of cars were damaged, according to Kuleba.
The number of casualties can increase as the search and rescue operation is ongoing. At least three people are considered missing, according to Klymenko.
"Terrorists can destroy lives only when they first manage to intimidate those who are capable of stopping terror and protecting life. Determination matters. Support matters," added the president.
"Ukrainian determination is enough. There needs to be sufficient commitment from partners and sufficient support to reflect it."
Stocks of air defense in Ukraine are low across the country as U.S. military aid funding for Ukraine continues to be held up in Congress. In the meantime, Russia has stepped up targeted attacks on Ukraine's energy infrastructure, overwhelming local air defenses and destroying some of Ukraine's largest coal-fired power stations.

Explosions were reported in the town of Dzhankoi in occupied Crimea near a military airfield during the early hours of April 17, according to Russian-affiliated telegram channels. Following the explosions, a large-scale fire reportedly broke out at the airfield.
A Moscow-installed official in the Crimean illegal occupation government later announced the closure of a highway linking Dzhankoy with the village of Pobiedne.

This is remarkable.... it is completely true, it is the "Dictator's Dilemma," anybody who delivers bad news falls out of a window... it happens to every despot with no checks in a system.
but Xi has done the same thing to himself by most accounts, surrounding himself only with sycophants (not even really "Yes Man" because they are not even asked anything to reply to...) and in a much, much shorter time frame.
So... many questions about this article...
IDK, I don't think you can maintain your power for as long as Putin or even Xi has without being able to get and respond to bad news. The chickens of just ignoring challenges and issues that pop up would come home to roost eventually. This is more of the Disney-fying or comic-booking of reality, where the villain has anyone who says his shoes have a scuff on them beheaded or something. That doesn't mean they never do that, I just don't think its as common as you're suggesting.

3 S-400 launchers and a radar destroyed at the airfield in Crimea as well as detonation of the ammo storage for the airfield and damage to a repair building that was housing 2 S-300s under repair.

Kings and emperors didn't typically face a lot of internal criticism, did they? I also think the "bubble" gets stronger as time goes on.
The initial "winds of change" bring in a whole regime of new people, usually loyal to a cause and competent. Factions form, and then power struggles occur, with winners replacing losers with loyalists. Over time, one faction/leader emerges, and they're surrounded by loyalists.
I actually think that's more likely in Russia (Putin) than China (Xi) at this point, based on the behavior of the two countries.
