Capital One ATM/Debit card now less useful for foreign travel

I have my main checking account with Capital One, going back to the Hibernia days, and I've always been able to use my Capital One debit/ATM card to withdraw foreign currency at pretty much any ATM while traveling.
That has changed due to the merger between Capital One and Discover. Cap One used to be on the Mastercard network, widely accepted at ATMs around the world. Now Cap One is on the Discover network, which has limited European acceptance.
I recently went to Italy with some euros in hand (thank goodness), and when I tried to get more at a bank ATM, my Capital One card was rejected without explanation. I asked Gemini AI what the problem might be, and that is when I learned of the Discover issue.
I had to use a shitty Euronet ATM, usually found in a sketchy convenience store or the like, that charged 5 euros and has a crap exchange rate. Gemini said there were a few reputable bank ATMs that would work, but none were convenient to my location.
The lesson here is to travel with a debit/ATM card from another bank that uses a more widely accepted network. Maybe even carry a second alternative if having access to cash is important.
The good news: We only needed cash because we had several drivers and guides on this trip, and we tipped them with cash. For merchants--gelato stands, restaurants, grocery stores, souvenir shops, museums, taxi drivers, etc.--they all have the handheld Point of Sale (POS) terminal that allows you to tap and pay with your phone.
99% of our other purchases were made with our phones. Two of the cards on our phones that we used often are also issued by Capital One, but they are still Visa or MC, so they worked fine.
There are several threads on Rick Steves and other travel boards about this Capital One/Discover issue if you want to read more.

We experienced the same in Costa Rica. Our Capital One debits didn't work anywhere in the country. We found machines that had Discover emblems on them, but they still didn't work.

Thanks for this
May finally be the reason we move away from them

I tried to buy a plane ticket in Canada with my Discover in 2001 and got denied. Shocked they haven't addressed it since then.

Apple Pay works about 80% for my travel. I carry cash for the other 20

I am so done with them. There is no more notifying you’re traveling yet can’t access abroad. This is the 3rd trip where I have tried to use the card in an ATM and this time it actually ate my card! Thankfully the bank was open and I had other options but I am still livid. I called Capital One and their excuse is maybe you used the wrong type of ATM. They have a network and I tried one outside of that network. Well, there aren’t many options in the area of Turkey I was traveling. It’s 2026. If We can’t figure out someone actively using a card with an accurate PIN number isn’t fraud I don’t know what to say. (Still very heated about this topic if you can’t tell lol)

My Capital One debit card got denied in the British Virgin Islands over the summer. It is pretty much useless now outside of the U.S.

I don't now what's so shocking about this honestly. It is a huge deal and fairly simple. Personally I wouldn't go out of the country with a Discover card unless I had personal experience using it already.

I always bring an emergency backup card.
And I keep a 100 Euro note under the sole insert of my shoe just in case I get pickpocketed/robbed, etc and need money in an emergency.
Knowing my luck, relying on one card/one bank account would turn into a disaster.

When this was initially announced, I immediately did research into how to pivot to a more useful debit card. The overwhelming answer was to open a checking account with Schwab and use their platinum visa debit card: LINK
No foreign transaction fees
Full reimbursement on ATM fees
On the Visa network
No foreign transaction fees
Full reimbursement on ATM fees
On the Visa network

Discover has been almost useless in Europe for me.

I honestly think to me, the bigger question is it’s 2026, we are the most freely mobile society there has ever been. People live and work abroad everywhere. Why is it so difficult for a bank to facilitate obtaining cash in the developed western world outside the US.? I understand the discover issue and that makes it even worse because capital one is huge. Do they not care about their customer’s convenience and accessing their money at all?

Capital One acquired Discover last year.

The "shocking" part is that the Capital One debit card we've been able to use in overseas ATMs for decades quietly became useless.
The ATM card was not physically changed to a Discover card. I have one of those and would never bother to take out of the country.
Rather, the ATM network that the Cap One debit card uses was changed in the background to the Discover network, with no warning from Cap One what that would do for foreign travelers. Customers have had to find out (1) the hard way or (2) from posts on travel boards.

Had the same issue with Capital One. Got the Schwab debit card and it’s , by far, the best around. No foreign fees, reimbursed for atm fees. Used it all over Thailand last week for cash at ATM and it worked great. I just move money from my Cap One checking to Schwab when I’m planning a vacation.

Fidelity does the same with their atm/debit card for their Cash Management Account. I was in Puerto Vallarta last year and had to use the ATM at the resort once. I got charged $20+ in fees and Fidelity re-imbursed automatically.
