As soon as war ends . Ukraine will be expected to have elections again. He's a puppet... but even a puppet has desires. He wants to be dictator of Ukraine for the next few decades, imo. He is perfectly in line with his puppeteers.. he'd rather sacrifice all of the Ukrainian commoners in order to keep the war going.
