Hell, the more well off folks would even return with their own lumber and other materials LOL.
Not to mention everyone would be cooking up a storm and feeding everyone they could.
I havent seen anyone doing stuff like that in Cali, granted they may not be showing this. I would.

Everyone one of us has been through multiple storms most likely. Some worse than others.
We all know how to get back to our properties and would tell local LE to frick off and we wouldnt have to because they would already understand. They would likely tell us where NOT to go because it was too dangerous.
Southern people are the salt of the earth make no mistake. By far the best people in the United States and Ive been everywhere.

Has she ever seen the south after a flood or hurricane? The local citizens get way more shite done as far as rescue and rebuilding than FEMA could ever dream of and a lot quicker too.

What has happened is that someone realized a while back that money could be made, budgets could be helped, and more federal control over the people would result if a program like FEMA was created.

It’s the same story everytime a red area gets hit. The locals jump in and do shite, the feds and bureaucrats come in and stop them.
Look at the road in the hills that the locals had opened up within a couple days then the “authorities” came in a shut it down.
Look when a tornado hits and the dudes out with chain saws clearing shite before the “authorities” even know what’s going on.

Kentucky suffered devastating tornadoes and floods in western and Eastern Kentucky. FEMA was late to the game. Maybe because both areas voted 70 percent for Trump. The National Guard did a great job. Relief Groups like Samaritans purse and regular Americans from other states came and helped. Coal companies brought their heavy equipment and in Western KY highway construction crews, farmers that know better than FEMA what to do. Damn near every rural Kentuckian has a chain saw and/or tractor.

The ONLY thing the states need is money. Plain and simple. The Federal Government does not have a secret franchise on "expertise."
But FEMA will withhold necessary funds if rebuild projects don't include certain things like "bicycle lanes".
Come up with some cost share, like 70/30 or whatever and block grant the money to the affected state. Let the States spend the money on the priorities that they have knowledge of.
