Ultimately, as with every government action, it will be the voters.

Wouldn't this approach force the focus upon those who are most directly visible to those who have the most interest in wanting the money to "be spent in the right way" (and hence more directly answerable to such voters) versus a faceless federal bureaucracy dolling out all the funds?

A community can have ideas for the funding that may not coincide with the rules attached to the funding. Their voters may agree with spending the funding in the wrong way. If they go forward with the activities without following the rules they could end up having to pay all of the money back. You’d think that most communities realize this many do not.

Just my anecdotal evidence but after Katrina where I live, a guy I know with his own equipment and crew cleared 6 miles up Hwy 21 (basically every pine tree on either side was laying across the road) and met the government responders who had managed to clear a grand total of a few hundred yards. I think we can make do

I wasn't trying to suggest any approach is 100% foolproof. Certainly you aren't trying to suggest the current top down approach is, are you?

projection 101 folks. he knows his folks could never pass an audit so he assumes nobody is capable of properly handling such resources without the govt to "help" or in his case "skim 10% for the big guy"

What a dumb bitch. Look, FEMA and the Red Cross has given out a bunch of help to people over the years especially reimbursement money for rebuilding from FEMA, but there's is a shite ton of hoops and red tape when you're dealing with those groups. My church is still dealing with FEMA for full reimbursement for roof repairs after hurricane IDA 3 years ago. I'll never donate another dime to the Red Cross after dealing with them down here for hurricane and flood relief. Church groups and individuals can get actual relief to people so much faster than waiting on the government's help.

The money will of course be tracked and audited. No more skimming with ten percent to the big guy. Kentucky has a state auditor that actually does his job. A million dollars spent here will be tracked far more closely than what the Pentagon or other federal agencies have done.
