The difference today is mines. Many are waiting for assurances that all the mines are removed. Insurance costs are still limiting some as well.

I'm looking for reports of this surplus.

I see some projections of potential surpluses in 2027 assuming the war ends and production ramps up in a peaceful global state.

I am not sure if you are aware of this or not but how do you expect them to sink ships when their entire military has been dismantled?

Surely you have heard by now from either Trump, Vance or Hegseth that they no longer have a military because we destroyed it... Or did you simply not believe them when they have told us this over 100 times?

In the long run they want to collect tolls from each ship, so no need to completely destroy relations.

Nope. There is nothing you listed that could not be fixed in less than a year. And if the conflict dragged on in that way the US would invade Iran and end it quickly. The president would just have to take that political heat as the lesser of two evils.
