Strictly from memory, I think it was about the inequality of school districts. Rich districts had great schools and poor districts did not. But the reason for that is not money. It's IQ. Rich people have higher IQs than people on welfare. Their children inherit IQ from genes. You can't fix it with a federal dept.

Power and indoctrination. For the same reason that every other institution has been centralized to the Federal Government over the past 60 years. It puts more and more power into the hands of unelected bureaucrats. Less control at the local level.

It's all explained in The Bell Curve. Identical twins separately adopted after birth by 2 different families. One rich and one poor family. 40 years later those twins (who never knew each other) had the same net worth. Their environment had no effect on their outcome. Their IQ from birth determined success.
