Uhh, seems like you're the one confused. Can you buy the substance marijuana in more than 29 States, legally, for medical reasons? Not the pharmaceutical creation. Not the altered, money making substance sold to skirt rules. The stuff Americans should be able to grow and harvest on their own. From earth.

Is the opposition to using debit cards based on the possible conflict of government welfare and the like not being used for buying drugs? If not that...what?

This is not a very honest assessment. A) there are many federal laws that aren't enforced--why specifically target weed especially in today's pro-legalization and state legalization environment?

B) what does "enforce" mean in this context? To actually enforce federal anti-weed laws would require significant resources pulled from another area and/or increased funding. Enforcement isn't binary--it's on a sliding scale of priorities and fund/resource expenditure.

"I'm AG and I have to enforce all federal laws," is a completely bullshite mantra.

A bank literally has no assurance that the government will not fine them for BSA/AML violations.
