The reason ours is so good is that you had a large collection of smart trailblazer types debating and collaborating on it. And as we know, even ours is flawed in ways.
They were at least partially a product of their time. We could get a bunch of smart people together who would make something pretty good, but they won't have the same wiring as those people. And in Iran specifically you're still going to have the element of the religious issue.

30K out of 93 million. A small fraction of one percent of their population.
Again, the pro-reformers either leave or get killed. Leaving a majority of supporters.
One of the hardest things we have to learn is that countries are they way they are because of the people in them. You can’t magically transfer a love of liberty to another culture. As we’ve seen time and again, “inside of every asian” there Isn’t an American waiting to get out. This is a devoted Islamist culture. Our bombs aren’t going to change that.
