We already have sniper rifles that when setting up the shot you also have to take into account the rotation of the earth...

Yeah, that's a continual factor though, and can be calculated and worked in. What a person might do, in the next 2.5 seconds though, is not.

Only answer I've got is you snipe a location, not the person. So you set up observation for a day or 3 with a forward unit/ drone/ satellite and identify a pattern. The target sits at a desk, or on the crapper, takes a piss etc and that's the shot. You're not hitting someone just out for a stroll at 1 km, let alone 7.

I've never fired a .400 grain round, but I'm not sure if anything short of a hurricane would bother it.

What is the real world utility of such a weapon and what is the percentage of actually killing the target.

We have reapers for this sort of thing

Exactly and with that long of a flight time, it would have to be a stationary target.

7km of wind variables, regardless of power, is going to have a measurable effect.

Plus, Russia is always announcing that they've created some new superweapon. It goes back to their USSR propaganda days.
