The ceiling for return on our investment is much higher in South America than it is in Europe, we should focus on building up our neighbors instead of Europe, and then they will want to stay in their own countries.

Not entirely true. As a hypothetical, say Russia overruns Eastern Europe and starts taking territory. That would not be okay with us and therefore we would not be fine. Maybe Russia never considers this. We will then be fine though we may not be able to travel on river cruises over there.
