theres approximately 3 black people in the entire state.
ETA: wait a minute. In the video he only mentions “lower income” households. He then says it would help reduce the burden of racial discrimination, but does not say its only for blacks.

You’re thinking of Oregon.
When the territory was settled Oregon decided it wasn’t going to be a slave state but they also decided black folk had to leave. Some headed home. Some headed north. Some headed south.

The point of the covenant program is to help minorities.
Back in the day, homes there had covenants on them where they could only be sold to caucasians.
That’s why they don’t have many black people.

Obama did something similar with housing allowances and blacks flooded the primarily white areas in the city I lived in. Within 2 years the foreclosure rates on those properties was 25% but never fear taxpayers bailed them out. Also many recipients of the allowances were collecting the money but living with relatives.
