Couple of other scenarios

1. It's possible he was unaware of this option. Which is understandable. He isn't a constitutional scholar. But you'd think someone on his staff would have let him know this.

2. He never intends on building the wall and is using it as a dangling carrot issue for his base

3. He does want to build the wall but is realizing that it's not a popular option in DC. This could explain the recent troop drawbacks. It could be a ploy to get military personnel back home for the wall. (that's just a half baked guess, but I wouldn't completely discount it - and it might explain the outrage from the left about the troop drawbacks, although I suspect it's just part of the oppose everything that Trump does no matter what outrage)

If he could do it, he already would have. Maybe he is just holding out until Vlad needs to clean some more money. It seems to be the only way he gets his projects financed.

There is a lot of things he could do on his own. However, you generally gather more goodwill when you include other people in the process. Instead of doing it unilaterally, you allow others to share in the success. The problem here though is that one side has absolutely zero desire to negotiate, work with or share in the process. They hate the man with such irrational fervor that they don’t want to be seen as him having a hand in giving them anything they want. For example, they want infrastructure funding, but they don’t want Donald Trump being a part of any infrastructure deal. Same thing happened with DACA. He gave them everything they wanted and more and they flat out rejected it.

In my opinion, the only way for Trump to break the Democrats and force them to the table is to start doing things unilaterally. He’s threatened to but always pulled back. Now he needs to act. Once you show your political enemies that you do not need them at the table, they suddenly start wanting to be at the table because no one wants to be on the outside looking in.
