He had the opportunity to say anything he liked, but he never had the ability to put it into action during his presidency. The vaccine simply never existed in required numbers to do any level of mandate by him.
Anything he said is just a maybe. He changed his mind many times on COVID policy based on changing conditions.
The point stands: nobody on Earth, including Trump, knows what he would have done at the time, that time simply never came for him.
This is analogous to the IRGC coming out tomorrow and saying we will never use a nuclear weapon on Israel. This is easy to say when they don't have the capability; when they do, conditions might influence them to use the weapon. The initial statement is an agenda-based decision; when it is actually possible, then it is a real decision.

One of Trumps flaws is believing the wrong people. Faucci is a snake. Trump supporters spotted the hoax. Most wished Trump would see what we saw. His advisors did a poor job of telling him to back off.
