1st step be honest. It's a tryout for pro football. Schools can bid on them and give them contracts with clauses just like the coaches. They can go to serious classes for an education with their money or not.

Changing the transfer rule to what it was before Covid, which they said was temporary, would go a LONG way to improve CFB.

How about all the conferences to start. I’m sure the NCAA will want a say in any legislation passed also. There will be a lot of people to make happy to come up with a bill to make everyone happy.

Trump can help with an EO now. For it to be permanent then Congress will need to pass legislation and Trump sign it into law. Otherwise some idiot down the road could cancel the EO later and we are back to where we stand right now. A mess!

In theory yes but in reality the federal government has a huge stake in colleges both regulatory wise and financially. As long as that’s the case then they’ll want to have some say
