He's actually saying he is considering this and moving assets into place for it. He's ratcheting up the pressure on Iran very clearly. Hence the Tony Stark gif.

Imagine believing this. He’s doing the best thing he can do under the circumstances by choking them out economically. Shouldn’t have started the war, but at least he has the sense to realize that starting a ground war there would be crazy. At least I hope he does.
