As long as it also comes with clear compliance and whistleblower avenues I don’t have a problem with this. Every company has NDAs for proprietary information.

If they are leaking classified information then they are already breaking the law. What is an NDA going to do for this, that current laws already don't?

Easier path to purse them civilly, I guess is the main reason. Much easier to prove that I violated a NDA than I literally broke a law. Fewer due process rights as well.

I would imagine if an agency opts out, it would then not be privy to certain information

People leak in situations where it is already clearly illegal. Not sure how some civil penalty would change things.

Federal Government is a disaster. Only way to fix it is burn it all down to the foundation flush out the rats and termites then rebuild it.

It depends on how it's written. The NDA may have serious consequences if it's violated.

THIS. You can't use a NDA to curtail reporting fraud or other misconduct.
