How about you count them as illegals and use the data to deport them and forbid the inclusion of those illegals in any official count for apportionment.
They should not count temporary residents like college students towards apportionment. I think during the recent redistricting in Louisiana, some Louisiana legislators wanted to carve out an LSU district for the legislature where there might be just a few thousand voters that vote in the district, but house thousands more as temporary residents as college students or professors that may vote in other parts of the state or even another state.

This shouldn't be even slightly controversial. Count people who actually live in the US, aka citizens or immigrants intending to become citizens.

There is no way the writers of the 14th intended for millions of illegals, many of whom are on welfare, to be represented in congress.
We should follow the law, but we shouldn't abandon our sanity to do it. Of course illegals shouldn't be counted towards congress.

At a really basic level it makes sense imo - imagine a beach town in the summer vs. winter. There are often 5-6 figures of additional, non-permanent residents driving cars, going to the doctor, getting into trouble that needs cops/firemen etc and you need to have resources budgeted appropriately to handle the surge
I see it personally working for a hospital - ECs have to treat folks who can't pay, can't speak English, may be homeless etc. That said, a bunch of non-citizens should have ABSOLUTELY NO BEARING on voting

Of course, there's no way they could have imagined an illegal issue of immigration. So the actual context of the census will be difficult.
When the illegals started coming in heavy, a lot of people thought the Dems would send them to red states but what they did is send them to dark blues that had bad out migration numbers so they wouldn't lose house seats.
That's the long play. California alone has lost hundreds of thousands of legal residents and just replaced them with illegals to fuel their feudal society.
