10% cash or property bond set by an organization that values it over the victim. If deported to Columbia he could be killed so that justifies it for them. After all it was born that way so the actions were completely normal to the organization.
That’s why DOGE matters. That organization that posts bond or bail money was likely funded by US taxpayers before Trump halted funding and set DOGE to audit things.
Personally, this case would warrant death if true. Just remove people from society that do this. Deport it and drop it in the Gulf of America

A USAID Globo Homo program probably gave him the money to start his transition. If he had stayed put in his home country, the USA would probably have paid for his transition surgery, too.
Or he could join the US military and have his transition surgery completed while he chilled out in "Not Eligible for Deployment" status.
