I'm going to piggback a bit on troy's post.
I've called in a couple of these "trains" to La State Police before because they were driving at night/dusk with no working lights on the vehicles being towed nor even reflectors (meaning it's difficult to see them ahead of you at night). When I said I could continue to follow them until an officer could arrive, I was told to not worry about it because all they could do is just log the call.
This is an example of the extension of not enforcing certain laws (illegal immigration, in this instance).

One of my favorites was a box truck with a small pickup on it towing a second pickup.

In Texas, for example, the limit is three total vehicles per "train." Tex. Trans Code §621.205(a). (Except as provided by this section, a combination of not more than three vehicles, including a truck and semitrailer, truck and trailer, truck-tractor and semitrailer and trailer, or a truck-tractor and two trailers, may be coupled together if the combination of vehicles, other than a truck-tractor combination, is not longer than 65 feet.)
Also in Texas and as to the "trailer brake" argument raised above, Tex. Trans. 547.401 requires that a towed vehicle have brakes if its weight exceeds 4500 pounds. The average care weighs 4100 pounds.
As to your example, I suspect that an officer must witness a traffic violation in order to issue a citation in your state.

...towing pretty much anything which does not have lights after sunset is plainly against the law.
Is it your stance that you believe that the federal government's unwillingness to pursue laws against illegal immigrants isn't impacting local and state law enforcement when they have to deal with illegals committing non-felony crimes?

If you’ve ever seen one of these trains, they are always moving traffic violations.
So in Texass, you can hook your boat to your camper, to your truck? Convenient if so. I have needed to do that before, but I think it gives the police execution rights in Arkansas. For citizens anyway.

Yes, I did. Then the article that you posted got into some Bill Clinton-ish semantics over the definitions of "produce" vs "give", which I can only assume originated in some Tennessee case law if David Tulis (whoever the frick that is) is to be believed. Also Regardless of what the case law says, every department is going to have a policy that any motorist cited had better be positively identified. Issuing a citation to a non-verified motorist opens up the agency to litigation and the officer to disciplinary action. If they can't be positively ID'd, at least in Texas, it's a cash bond (instanter) for Failure to Display Driver's License. So, if the law doesn't allow for that in Tennesse, although the text of TCA 7-3-505 indicates that it does, then no wonder the cops are just turning a blind eye to the activity. Attempted enforcement wouldn't be worth the risk.
