Our projected deficit for this year is about 2 trillion so even if he's right it still wouldn't balance the budget.

The National debt is over $39 Trillion with interest payments exceeding $1 Trillion annually. The Federal Gov't spends 1.1 Trillion annually on welfare and anti-poverty programs. Even if "all" welfare programs were eliminated, it would barely service the interest on the current National debt, assuming a balanced budget was passed yearly, henceforth.
