I would love to end it, but if the United States ends it, how can we guarantee that Russia, North Korea, China, etc. etc. etc. don’t keep doing theirs.

I didn't realize that things like that could cause a spontaneous mutation in a virus.

that doesn't cause spontaneous mutation, but more proximity to animals that are reservoirs for flu can increase the chance of spillover should a mutation occur.

I think Wildcat and you are pointing toward the real problem with that statement in OP: “gain of function” can describe a very broad group of biological manipulations, while the thing people are actually worried about is a much narrower type involving dangerous enhancement of pathogens.

If RFK means “no good has ever come from research that risks creating more dangerous potential pandemic pathogens”, that's at least a proposition you can evaluate. But “no good thing has ever come from gain-of-function research” is a much bigger claim. It seems worth figuring out exactly what he wants to ban.

But you and I have fundamental disagreements over the history and safety of mRNA, the varient evolution of corona viruses, and the veracity of many official claims regarding the cold virus formerly known as COVID-19.

I think that was the twitter source, not RFK, but RFK is definitely barking up that sort of tree. He doesn't really believe in germ theory and so I'd expect him to prefer historical explanations that aren't spillover events if he was pressed on it.

ETA: he brought up Lyme in that clip & RSV and those are illnesses that have been isolated from sick/deceased people from far longer ago than bioengineering such things was conceivable.
