Very easily. The latest tranche drops are from pro-Nithya precincts. Could be from ethnic districts, possibly in the Valley where people support her enthusiastically

This is not a one person one vote system.

In this case the goal is avoiding the wild card that Pratt would pose. Would likely not win, but the campaign itself is entirely different if it’s Bass v. Raman.
Pratt making the runoff exposes California nationally even more. And their failed policies on display leading into midterms.

What’s even scarier is that she will win in November. Bass is the most unpopular mayor of LA in a long time. Then you will have Mamdami and Raman leading the two largest cities in the country

They may not be the largest cities for long, people are fleeing them in droves, and anyone with 2 brain cells in LA now realizes that there is no hope of fair elections taking place there.

We saw this coming for months. We knew exactly what was going to happen. We knew how it was going to happen. Hopefully, someone involved enough and smart enough has gotten evidence of what we know happened. Will it change this election? No, but if people start going to jail enough for this, things will start changing. The people of California aren't all this stupid, and some of them that are still there have to be getting really pissed off.

The analysis above makes it seem like mails ins are "average electorate" when they are not, they are biased towards "mail in on behalf of Democrats (because Republicans were told not to)".
