That is not a rate, that is a ratio.
Nothing seems tragic to you because you don't understand the numbers.
The top 1% pays an "effective" 25% federal income tax rate.
The bottom 50% pay about 0-1%.
So the top 1% of earners federal tax rate is 25 times greater then the bottom 50%. That is a progressive tax rate. See how this works.

All the low skill/low wage workers are now making $15/hr….unfortunately they have less real purchasing power than they had pre Covid19 at $12/hr. Most of them will have a hard time understanding how they’re making $3 more per hour but they’re having greater difficulty paying rent, buying gas and food.
