I don't think that at all, I think he simply created a position for her in the WH not based on qualifications, but based on loyalty. As of today I've seen no one actually discuss her qualifications.
And to be clear, this to me is one of the most frustrating things about Trump. ALL politicians give their friends cushy jobs that they aren't qualified for, but Trump was supposed to "Drain the swamp" which to me would entail not giving friends jobs they are not qualified for.

Well, her supposed role was involved with minority outreach etc., so I'm sure hiring a black person was somewhat a prerequisite.
And I'm totally against that type of thing, but to deny that political hires happen based on race and other optics is to be naive.
