That looks to me like they just assume because they sent a 10 point list it was accepted, and would be akin to Trump claiming Iran has violated all 15 points of the U.S. proposal.

Yep. That's where we are, though.
Ghalibaf is a lifelong member of the regime and has been a-hole deep in the response to the Iranian protests. He's a former high ranking IRGC commander, former head of police for all of Iran, and former mayor of Tehran. He has as recently as a few weeks ago expressed his support for continued extreme crackdown on protesters.
If he is who we are negotiating with, he is 100% a continuation of the regime.

How much control does any faction have at this point. If there's no definite command structure in place there may not be any hope for a ceasefire to stick.
