You are 100% wrong.

Their response does NOT have to be proportional. LE can always go a level up if needed. They are not required to meet force with equal force; if they did, conflict would always be 50-50.

Correct, but they most certainly cannot shoot someone who is throwing snowballs at them.

They need to start shooting rubber bullets at people who do that sort of thing.

Either that or arrest them for assault & battery, which pelting someone who is not a willing participant with a snowball is. Especially if there's some hardening agent involved (a rock or ice). If I was randomly throwing snowballs at strangers in NYC, you can bet I would be arrested and charged.

When you allow citizens to do this to police with no repercussions it lowers the threshold and encourages more serious lawless behavior.

NYPD force about to get a lot smaller. Who would want to work for that mayor in that cesspool that elected him? Wall it off and do a remake of "Escape from NY". Shoot it like a COPS episode. Whole country would tune in while simultaneously shaking their heads.
