Probably not, because the linked article does not quote it, and it took me several minutes to track it down.
There is no question that de Blasio’s application would be unconstitutional. The actual language of the ordinance? Probably the same, but less clear,
If you disagree, perhaps you can contribute more than an emoticon. But that would require expending actual mental energy.
