That's probably hopium. He's a Peruvian-American, has dual citizenship, and a Francis protege who made a name advocating for "marginalized groups".

we have the best Catholics here, folks. you wont believe how great they are. believe me, i've seen a lot of Catholics. a lot. ours really are the best here. you wont believe it.

In the crowd, there was a Catholic family from New Orleans who was heard elling " throw me something, Poppy!"
