It's just I'd be surprised it was very detailed because Congress is a stupid cesspool. I would have expected it to be agency policy which of course would be in the presidents purview

Assuming this to be true, then it would require a regulation pursuant to the APA, and then it would have to withstand judicial scrutiny (ironically, Chevron would have helped Trump a great deal there).
*ETA: just an FYI, Trump's first admin was INCREDIBLY terrible at following the APA and it killed many of his executive mandates.

Trump needs to do the same on day one. Attorney Generals as well. And not only fire, but investigate and prosecute when possible, Conspiracies re election or national security issues are at risk. That General that said that he would "warn" the CCP of any Trump action against them should be arrested the first day, sending a message to any others who might imagine such action.
