However, on the issue in this thread, when a local politician gets money from state or federal grants, they can either use it to pay the bills or they can treat it as free unencumbered money to go into new spending. Mandani is putting money to the payment of bills. I absolutely agree with that idea on urban governance.

Wut? There are accounting standards and if the accountants are "making them look good" that usually means some flavor of fraudulent reporting and the accountants could get themselves into trouble.
