The reason the $12 billion you are posting about is the money that was shifted (stolen) from the New York State budget that was given (stolen) by the governor of New York to the city of New York.
As of May 2026, Governor Hochul and the state legislature have committed nearly $8 billion in new state aid over two years to help New York City bridge its budget gaps, including a newly announced $4 billion in May 2026. They siphoned it from the state budget. Without the state of NY ignoring 2/3 of the state NYC doesn’t have a balanced budget.

I didn't know the state had given that much. Wow. I knew there had to be a catch on him balancing the budget this quickly. There was no-way to have that much tax revenue from increases to cover that.
