For those in the know, would air traffic controllers normally be tracking a helicopter in this context? If they were spotted (radar or whatever or naked eye), would they even have the means to communicate with them if they wanted?

Yes. Helicopters generally have special clearances, particularly in controlled areas surrounding the runways

This is insane.
This is my major question at this point. Why was the helo even in the vicinity? Everything in the DMV vicinity is close, meaning a few or more miles as the crow flies by driving. If they were trying to deliver folks to the DCA AP locally, well that would suck.

They would be watching them but the 60 would be responsible for avoidance. Yes in contact.

There's been so many close calls the past 2 years or so with all the DEI pushed into the aviation industry that something like this was overdue to eventually happen.

All aircraft in that protected airspace have to get clearance into the protected airspace and maintain constant radio contact and a transponder code.

I think they reported at one time that the Blackhawk turned it's transponder off.
