I went to a Walmart and Publix while in Pensacola/Navarre and noticed the exact same thing. The first thing I noticed was the parking lots were pristine.
There was zero trash bags, dirty diapers, beer cans, cigarette packs, or fast food bags littering the lot. I told my kids you would never see this in any store parking lot in BR.

I can't honestly say I've ever seen a White Walmart. I'm in central Houston and wonder how far I would have to travel to find such a unicorn.
The closest one to me has so many McDonalds bags and smashed ketchup packets in the parking lot it looks like a scene from The Birds. (do they just throw their trash on the ground? Jesus, have some decorum)

I travel a lot for work and have been in Walmarts in a lot of small towns in Louisiana and Mississippi. While not a absolutely spotless they have been clean with nothing locked up. On top of that, I didn't have to show a receipt.
This excludes the Walmat in Gulfport by the interstate. That one is ghetto as frick.

His housing policies actually helped to revitalize Galveston after Ike. Hear me out: The Obama housing laws contain a clause that developers rebuilding Section 8 housing must PROVE that they are building in "High Opportunity" areas and not confining the properties to ghettos. Proving such a thing in the courts drags out the process for years. Almost 20 years after hurricane Ike and the final section 8 rebuild was just completed on the island. In the meantime, many of the tenants moved elsewhere and the crime went down, allowing for 20 years of positive improvements since then for everybody else.
expectedly: the last housing project was rebuilt on the same property as before.

It's not locked up because people there don't steal as much as in urban areas. Simple enough.

Wife and I visited some close friends that live in Mena Arkansas. Went to get some supplies for grilling and stopped at the Wal Mart in Mena.
It was shocking. The floor was so clean that our shoes squeaked everywhere we went. The AC was blowing ice cold. Every thing was stocked to the gills.
Helpful cheery employees in every department, all said hello and asked if they could help. Not an african American anywhere in sight. Nothing was locked up.
Also visited some friends in Bentonville and arrived to the hotel about 9:30 PM. We were hungry so we went to the local Hardees. Almost the same situation. You could eat off the floor. The wait staff was actually happy to see us. We ate in side of the store. Food was fresh and hot. Staff wanted to know if there was anything to get for us, several times. All polite with smiles like they actually enjoyed their jobs. Once again the staff was all white and young.
Many folks in louisiana need a serious attitude adjustment, this is no way to live.

It’s not necessarily urban vs rural.
I bet if I go to Port Allen WM, it will be locked down in a manner similar to the Cortana WM in Baton Rouge.
