Actually, the governor of the state where the guard unit(s) originate must authorize the deployment.

We learned in the wake of Katrina that W wasn’t able to deploy the guard to NOLA. Blanco had to do it.

That being said, a responsible politician would have looked at the situation and tried to avoid having the mob dominate the afternoon by taking pre emotive action. Neither Trump or Pelosi wanted that. They wanted to try to own the other.

If Trump was really worried that the protestors would get out of hand he should have moved with the actionable intelligence prior to and deployed on the Mall and Capitol grounds....Pelosi only has control inside of the building If Pelosi was worried she should have said to the President to do what you have to peacefully.

Do you read what you cite? The Sgt at Arms enforces primarily inside the House. Additionally he is one of 3 or 4 members of the Capitol Police Board.

That being said the POTUS does not need the Sgt at Arms permission to set up a security perimeter by the NG around the Capitol. The Exec branch is in charge of the Federal territory like the Capitol. The Mall . The Ellipse , etc

She controls Capitol security and she was the one who needed to authorize the use of national guard troops at the Capitol and she denied the request. This is not made up, it is fact and has literally been known for years. Sorry your precious MSNBC and CNN hasn't mentioned it through all these years of "insurrection" lies.

It’s always good to set time restrictions when searching the internet since the mainstream media today is really state media. So I did some searching…

In the months after 9/11, the DC National Guard was deployed to the Capitol for added security (see: CNN and UPI). Both articles note that congressional leaders and the Capitol Police had to approve the deployment.

During the George Floyd riots, Trump sent the DC National Guard to protect federal monuments (see: CNN), much to the chagrin of Bowser.

However, Bowser did request and was granted DC National Guard help with protecting the city in the run up to Jan 6 (see: Politico).

This boils down to—yes, the president controls the DC National Guard but he doesn’t control the Capitol building/complex (Congress does) nor the Capitol Police. If he wants to deploy the DC National Guard to protect the Capitol, Congress (or, rather, their leaders) and the Capitol Police need to approve.
