Your citation that the President controls the DC National Guard isn't some "Gotcha" moment. This isn't rocket science. Mental Gymnastics to make Trump the bad guy for everything, ever, makes honest conversation impossible.
The 2 scenarios aren't mutually exclusive. Trump did command the Guard, and Mayor/SOTH turned him down.
Hypothetical:
Trump: Hey DC Mayor and Drunk Speaker, Things might get squirrely, I've authorized 10K National Guardsmen. Say the word and Ill mobilize them.
Mayor and Speaker: No Thanks we've got it covered through the DC and Capital Police forces. We don't need help. Orange man bad.
Trump: OK, peace out homies.
Now if you want to argue Trump should have known the SOTH was a drunk moron and overrode her decision, fine, we can talk. But acting like Trump was derelict in duty or this was his fault is dishonest.

Y’all keep suggesting that Nancy Pelosi could have requested Trump to call out the Guard, or that the Mayor could have requested Trump to call out the Guard. And neither (according to y’all’s narrative) made a request to Trump to deploy the Guard.
This all simply illustrates that it is Trump who has the actual power to deploy the Guard. These other people can make a request to Trump, but it is Trump who had the actual power.
Neither the Speaker of the House nor the Mayor has veto power over Trump’s command. Trump didn’t need permission of Nancy Pelosi. It is Trump’s power, not theirs.

Jesus would you just read the link you posted please. He can give the assistance of the ng if they except/ask for it. He cannot if they reject it/do not ask for it. If that was not the case the president could unleash the ng anywhere at anytime for any reason. There are checks and balances for a reason. The DC NG is equipped and trained by the US Army.
