The Speaker of the House does not control a single branch of the armed services, and does not control the National Guard. The Commander in Chief is the President.

Damn man. Open your eyes. It is documented and recorded in the Oval Office. Trump offered. Pelosi turned it down. Trump offered the national guard to Portland Oregon mayor during the summer of love. He turned it down. Trump could not impose the guard on them as by law. He could not due so on the capital either UNLESS Pelosi agreed to it. Your again making yourself look like a fool.

The local authorities have to approve unless the president is declaring an emergency. The mayor of DC declined as well as the speaker of the house. Trump didn't know at the time that it was a setup.
