I am not even sure he is saying she isn't black. He is only saying things she has said regarding her race. He is pointing out that she has said she is indian at times and black at times.

It’s a rebuttal to one of, if not the core message of her campaign. Her skin color. Essentially, she is pandering and telling people they should vote for her as a black woman…yet, she’s historically claimed she wasn’t. It is an attack on her credibility. She’s only “black” when it may benefit her. Other times she “South Indian”.
