No, it was the German Imperial Eagle that had been on previous Kingdom of Germany Flags and emblems. Hitler repurposed it and updated it to be more modern. He did this as an early symbol of the NAZI party, as it invoked German patriotic sympathies because it reminded the people of the old imperial flag, which flew for many generations and most adults at the time still remembered it.
The Nazi's were master marketers and knew how to use symbolism to inspire/trick people into joining them.
