The “deal” involves Russia getting sanctions relief and the world getting needed diesel fuel so there isn’t a global fuel shortage.

The Ukrainian War is a European matter. If the Europeans want to subsidize the stalemate, that's up to them.
I was just asking why the unilateral lifting of US sanctions is some "deal?" No one, especially you, can answer that.
