No, you're just trying to find any reason to complain about diesel price relief. Your focus on "why is this called a deal" instead of "this is good for diesel prices" shows your true motive.

it is for russian diesel
not sure if the sanctions involve refined fuels, could not find any info

I don't have any motive other than curiosity. I still haven't heard of some grand gesture by Putin. It's like saying "I made a deal with Walmart! They agreed to sell lots of gas at market price! Of course, legally I can't buy it...."
