Isn't President Trump’s "deal with Putin" just the President bypassing US legal sanctions?

I had to read the "deal' a few times to see what I was missing. If you know, please tell me.
The only thing stopping Russia from selling all the oil it could was American sanctions. Trump is lifting them. To what is Putin agreeing that wasn't already a given?
Not that it matters, but US law---Ending Importation of Russian Oil Act of 2022---prohibits the US buying any Russian oil until Russia leaves Ukraine.
Would the headline have been bad if it were simply "Trump lifts sanctions on Russia in effort to lower prices globally"?
While I'm emptying sand out of my vagina, what are the terms of "our" supposed current "deal" with Venezuela regarding what percentage we keep from selling their oil? Is it just up to the discretion of some unidentified bureaucrat? As of September, there was no publicly available audit of the funds or the disbursement process.
If anybody knows any specifics on our current (not the future development) deal with Venezuela, please let us know. Thanks

Now Trump is funding Russia in the Ukraine war? Sounds like he has betrayed his country’s national interests..

Thanks, but it seems pretty clear: no Russian oil into the US...by any entity...

He hasn't. The Treasury issued the proper permit to bypass the sanctions.
Importing Russian oil (of any type) into the US would violate US law. I don't think we need to...

I have read it. There aren't any exemptions written into the law...but maybe there's a legal argument OUTSIDE the language of the law?
As a practical matter, it doesn't seem like we need to import Russian oil (of any kind). It was weird to see so many news reports, and little mention of the legal prohibition of importation.
