Just local reports that don’t identify the victim. Apartment complex where he was found is in a relatively rough area (as far as Austin goes). No arrests made.

In Texas, only the district courts can, and they're (usually, especially in urban counties) elected on the same county lines as the DA's, with the same party backing and corrupt funding. So it just doesn't happen much.
