So we are just a mere $1.2 trillion short from it being a dividend.

I think Trump knows midterms are cooked, and also knows we can't fund this, so he is setting up to blame the Dems since he knows they will never let him do it once they have a little bit of control. That is concerning no matter how you slice it.
