He can authorize military action against threats to the U.S. he can not declare war. To declare war it has to go to and be approved by congress. The current military actions against Venezuela were approved by congress.

All this is more than a qar on drugs. Its more about killing Chinese influence and Islamic influence in our hemisphere.
