I believe LA offers a free state-issued photo ID. I suspect other states with voter ID laws do something similar.

Where have you been? The dims have used this canard my whole lifetime.

Free IDs have been a thing for a long time. I remember back 20-25 years ago, Georgia created a bus, equipped with computers, cameras, and printers, that would COME TO WHERE YOU LIVED and make you a free ID in the street right outside your domicile. That wasn’t even good enough for the dims. BTW, they eventually shut down the at-home ID service because of lack of requests.
