1) She couldn't muster enough excitement from Dems in her own party to compete in the primaries
2) She's from CA which is already a lock to vote Dem
3) She has all kinds of baggage

They know Trump is going to pull double-digit numbers in black voters, they are scared shitless of this so picking her is nothing more than a desperate attempt to pander for those votes.
She couldn't pull enough black votes to keep her in the Democratic primary race, she's not going to pull them now. Many black women do not care for her as they know she got into politics by spreading her legs.

Blacks are going to vote 90-95% for Biden and Dems. This VP pick keeps them somewhat happy because she is black. This might also keep 5% that may go for Trump because of the economy prior to CV-19 and for his law and order stance.
The law and order aspect of KH will help hang on to that 5% as well, because a lot of them don't like what is happening in the streets.
Because she was an AG, this appeals to the fence walkers that are concerned about law and order.
The DNC knows that blacks will vote for Dems and the radicals will vote for the Dems. They can whine all they want, when it comes to voting they are voting emphatically for Biden. The DNC needs the fence walkers to feel secure about voting for Biden. A "law and order" VP helps them feel better about voting Dem. This is all about trying to sway those fence runners in Michigan, Penn, Ohio and nothing more.
