If the south was not a foreign nation (as the Lincoln claimed) then the North could not declare war on them. If they did, that would have given the Confederacy's claims legitimacy as a separate sovereign entity.
Furthermore, Congress, while not declaring war for the reasons above, ratified all his actions such as passing the Conscription Acts to draft soldiers and approved his budgets that funded the war.

Trump may be breathing a sigh of relief that he could be forced to get out of this war while saving face. Who knows? Maybe he instructed Congress to pass the resolution for that reason.

The South had as much right to declare itself an independent sovereign nation as the colonies did in the Declaration of Independence.
Congress is currently funding all military forces being used against Iran so using your methodology, it’s ratified.
