Yes it does.
That along with the War Powers Act of (I believe) 1973.
Congress has to pay for the wars. Therefore, they get a say and they can turn the action off if they choose, after 60 days of conflict and another 30 days to disengage.
I guess the POTUS could pay for it out of his own pocket after that, but not many of them would be able to keep it going for very long.

I obviously don't understand the question, then.
It seemed to me (and still does) that you were asking a basic question about separation of powers and checks and balances that is clearly outlined in the Constitution and WPA.
BTW, "defunding the military" is not the same thing as refusing to pay for a war. If you are equivocating those two things, that explains why you think I said the same thing you said.
