Like constitutionality would be a hindrance to this bunch. Legislative action means even less.
If AR owners had balls other than the ones on their trucks, they would organize a rally in Washington. Imagine the excrement in Democrat trousers as 75,000 armed Americans march across the Potomac with their weapons slung, of course.

It would be simpler just to scale down NICS call centers and modify Brady to not allow transfers on no resolution.
After 30 days the transferee would need to fill out a new form and they could backlog the system indefinitely. Folks in some states would still be able to buy as they do their own background checks and some states allow CCP holders to bypass checks.
That, done quietly, would effectively do what they want without much push back.

No, what he is planning to via Executive Order will be constitutional.
His order will only be limited to guns and ammo that is imported, will have no impact on domestic products. He will be able to claim he did something without actually doing anything.

The EOs worry just as much if not more than actual law getting passed. I have never seen the GOP rescind an EO on firearm restrictions. Bush and Clinton really did a number on imported firearms via EOs. Its why you can't buy an imported firearm that doesn't have a certain amount of US parts to avoid magazine restriction or feature restriction and why some rifles are imported as pistols.
My concern if an EO is signed, SCOTUS will not hear a challenge on it and if they did, they'll claim since you can buy domestic then there is no standing. I think if they were to overturn it, the democrats will try to pack the court.
